What does the "against" mean here?

A few typos...

Mind the spelling of two words in green.

Against means in opposition to/opposed to when you compare two things or actions.
-You must weigh the benefits against the cost.
-Check your receipts against the statement.
-What's the rate of exchange against the dollar?

Here the services have to study the better solution, either keep flaws secret, or share them with technology companies.
They have to balance secret against sharing.
