Bonjour,
Here is my interpretation:
It's a crisis for the community and the people waiting for surgery because the wait to get surgery is long...presumably because of lack of funds.
So why are they spending $1 million to sponser a sports team when that money could be spent to hire more doctors and staff and pay for supplies to work down the surgery waiting list?
