Neither is negative, like not... either.
I don't like tea. I don't like coffee either.
I like neither tea nor coffee.
Either... or... gives a positive choice.
You can have either tea or coffee.
1. Neither the students nor their teacher was present in the school. It means that nobody from these two groups was present.
2. Either I or they are guilty. It means that one of the two groups is guilty.
3. Either they or I am guilty. It means that one of the two groups is guilty.
The three examples are correct.
