I can't understand the word that is being said at 2 mn 08/09 s 'without ropery? probery, propery...argh!!

That's correct.
There are two pronunciations of this strange English word "buoy". In England you hear it pronounced the same as "boy" but in parts of Scotland some people (at least) pronounce the word /bui/ (rhymes with "Louis"). It may be that there are other areas where the second pronunciation is used.

Hello,
Here in the USA (at least in New England!), we also tend to pronounce the word buoy so that it rhymes closely with "Louis."
