Although I did some exercises concerning whom and whose, I always still can't use them correctly.

The correct sentence is:
I still cannot use them correctly
The word 'always' has been crossed out.

You could thank sherry as well for the link she mentioned

We'd say:
I still cannot use them correctly
or
I never can use them correctly

It sounds strange to use 'always' in a negative sentence.

You can say: I always use them incorrectly. It is really the placement of "always" that is the problem. And Lucile's right: using "always" in a negative sentence sounds a bit strange.

For instance, you could say:

I don't always use them correctly. (This means you use them correctly sometimes)
I cannot always use them correctly. (You are not capable of doing so.)

But this is better: I often use them incorrectly. I don't often use them correctly.

I can determine that the "always" is usually used in the affirmative sentence.
it is rare/never to use it in the negative sentence, it can be used in the negative sentence unless its position stand after the negative word.
