This sentence is from the test n° 100336 : Link

'I' is the correct answer, but there's an explanation for this sentence : It was I who... is elevated language. We often say It was me who... which is not very correct.

True that the explanation is missing on tolearnenglish!
"It was I..." and "It was me..." are right!
Why?

You know that English comes from several languages such as Latin.
In Latin, there are cases:
- Nominative
- Vocative
- Accusative
- Genitive
- Dative
- Ablative

In English, you still have some traces of the Latin cases:
"Who did you go... with?" should be "Whom did you go... with?"
Normally you should use the nomative case and say "It was I...".
But, now, people say "It is me" rather than "It is I".

You are right lemagemasque and I added a note in the introduction of the English version (TLE).
Mind here, you wrote:
"Who did you go... with?" should be "Whom did you go... with?"
in fact, if you want to use whom, you can, but...you have to write 'with whom...'
Then...who did you go with/ with whom did you go are correct.
You can understand better now why 'whom' is no longer used because it is a little complicated.

About "whom":
You can say "Who did you go... with?" or "Whom did you go... with?" or "With whom did you go... with?".
No matter! That only depends on your language register.

"With whom did you go... with?" is more formal.
"Whom did you go... with?" is less formal but quite formal.
"Who did you go... with?" is more common.

"Case" is the right term, not "declension"!

It helps to first identify the subject of the sentence, since I is a subject pronoun and me is an object pronoun.
